North Korea said Tuesday it ground-tested a new type of high-powered engine for long-range rockets, in another provocation as the USA and its allies vow to strengthen sanctions. While U.S. and South Korean leaders increasingly call for crippling sanctions meant to make Kim Jong Un choose between his regime's survival and its nuclear program, China may not support even an incremental tightening of sanctions at the United Nations. It announced a ground test of a long-range rocket engine Tuesday that could be used to launch a satellite into space.

Calling North Korea a "serial offender", he said the Security Council, the U.N.'s top decision-making body, needs to close loopholes in existing sanctions and impose tough new measures in response to the North's fifth and most recent atomic test.

Critics have said Pyongyang's satellite launches are a cover for a test of North Korea's ballistic missiles, but the North has challenged those claims.

NorthKorea earlier this month fired three missiles that flew about 1,000 km (600 miles) each and in August tested a submarine-launched ballistic missile (SLBM) that worldwide experts said showed considerable progress. In February, the North boasted of its successful launch of a satellite named Kwangmyongsong-4 at the Sohae launch site, the same site for its engine test.
