In a bill that is created to satirize abortion laws in Texas, Farrar's legislation would also mandate that men undergo counseling before receiving a prescription for Viagra and would protect conscience rights of doctors to refuse to perform vasectomies or colonoscopies.

Under HB 4260, men would be given "A Man's Right to Know", a booklet that would contain medical information about the "benefits and concerns" of the three aforementioned procedures. The bill also requires men to have a rectal exam before receiving those procedures or prescriptions, an exam the bill text acknowledges is unnecessary. But Farrar did not introduce the bill expecting it to go through the Texas legislature.

Many are calling the bill satirical, but Farrar said the sentiment behind her legislation is ver serious. Oklahoma Sen. Constance Johnson proposed a "spilled semen" amendment to a personhood bill introduced in her state.
