But Republicans want to see the power to distribute Title X money returned to the states, meaning state governments can choose which providers are funded and which aren't.

The grants, known as "Title X" funds, were already barred from going directly to abortion services but under the now-null regulation Planned Parenthood clinics were assured they could receive money even in the face of state objections.

Abortion represents less than 3 percent of services provided at Planned Parenthood, the nation's largest family planning provider, according to the organization.

In reality, federally defunding Planned Parenthood - as the GOP proposed to do in their failed health care bill - actually means preventing people who rely on it from accessing health care.

President Trump signed H.J. Resolution 43 Thursday afternoon, allowing states to deny funding from Title X grants to family health centers if they provide abortions, with little fanfare.

The Trump administration is "enacting policies that take us backward", said Dawn Laguens, executive vice president of the Planned Parenthood Federation of America.

Trump signed the legislation one month after he said that he would continue to direct taxpayer dollars to Planned Parenthood if it stopped performing abortions.

Obama issued the order in December of previous year, barring states from withholding federal family planning funds from Planned Parenthood affiliates and other health clinics that provide abortions.
