Man arrested in theft of Portland train victim's ring

On Friday, June 2, Portland police announced that the suspect in the theft of property from deceased Portland stabbing victim Ricky Best has been apprehended. Police released surveillance video showing the man walking off the train carrying Best's backpack in his right hand and another backpack in his left hand.

Now, Portland police say that as Best lay helpless, someone apparently made off with his wedding ring and backpack.

Tschaggeny will be charged with theft, evidence tampering and abuse of a corpse, Simpson said.

Amid the horror and chaos, Simpson said, Tschaggeny removed the ring from Best's finger and stole his backpack.
