The Privacy Settings navigation pane has got unique levels. By default, it uses full display brightness, so you'll want to change that if you're not plugged in. Microsoft explains that many modern devices are now HDR capable but need calibration for HDR streams to be able to be watched.

Microsoft's previous Windows 10 test build, 17083, included a new telemetry data utility called the Diagnostic Data Viewer.
