Dowd, who subsequently quit Trump's legal team, confirmed to The Associated Press that Mueller's team had broached compelling Trump to testify.

"There was no Collusion (it is a Hoax) and there is no Obstruction of Justice (that is a setup & trap)", Mr Trump wrote on Twitter yesterday morning, again calling the investigation a "Witch Hunt!"

The questions are the clearest signal yet that Mueller has enough circumstantial evidence to suspect the president of obstruction, and also has reason to believe Trump might have known of the Russian Federation links. The person spoke on condition of anonymity to discuss private conversations.

Although Mueller's team has indicated to Trump's lawyers that he's not considered a target, investigators remain interested in whether the president's actions constitute obstruction of justice and want to interview him about several episodes in office.

Critical decisions lie ahead.

They agreed to provide the President's lawyers with more specific information about the questions they wished to ask Mr. Trump.

The queries also touch on Trump's businesses and his discussions with his personal lawyer, Michael Cohen, about a possible Moscow real estate deal. Flynn is now cooperating with Mueller's investigators.

It was the first time the special counsel has raised such a possibility, the BBC reported.

It's unclear if Trump will actually be subpoenaed. Mueller is probing not only Russian election interference and possible coordination with Trump associates but possible obstruction of justice by Trump after he took office.

Even if Mueller's team made a decision to subpoena Trump as part of the investigation, the president could still fight it in court or refuse to answer questions by invoking his Fifth Amendment protection from self-incrimination.
